Hi – I’m Dave Roush and I’m a candidate for Carroll County Commissioner for District 3 – the Westminster area. I offer you the experience and knowledge I have gained in a lifetime of leadership in industry and community service. I earned a Bachelor’s degree in Chemical Engineering from Lehigh Univ. I worked for Lehigh Cement Co. for over 38 years in plant management positions, interrupted only by my service in the Army. I came to Westminster 33 years ago when I was transferred to Lehigh’s Union Bridge plant. I earned an MBA from Frostburg State College in 1982 and became the Plant Manager at Union Bridge in 1985, serving in that capacity for 18 years.  My wife Dee and I raised our two children, Carolyn and David, here. They attended Carroll County Public Schools and went on to graduate from McDaniel College and the Univ. of Md. They now have their own families and with them we have the joys of 6 grandchildren. I’ve worked to improve our community for over 3 decades. After I retired I got even more involved in this work.

I’m committed to the Historical Society of Carroll County, the Carroll Community College Foundation, the Hoff Log Barn Committee, the Community Foundation of Carroll County, the Westminster Rotary Club, the Carroll County Chamber, and the Westminster United Methodist Church.

My service to local government has included the Carroll County Bd. of Zoning Appeals, the county Economic Development Commission, and several study committees including one on Waste to Energy. I’ve also served as Chair of the Campaign to build a new fire hall in New Windsor and was on the Bd. of Rape Crisis Intervention Service for 12 yrs.

We all know governments at all levels, especially here in Carroll County, face severe financial problems. Effectiveness must be increased, efficiencies found and costs cut. I have been responsible for hundreds of employees and multimillion dollar budgets. This experience gives me a unique background for handling this sort of crisis and making the necessary decisions. But with the state reducing our revenues and shifting costs to us, this will not be enough. There is only one way to prevent property taxes from becoming an intolerable burden to home owners. We must increase the commercial tax base by increasing economic development. Carroll County needs more business to relieve the pressure on property taxes and to provide jobs for our citizens. We have made substantial investments in preparing our children and grandchildren to be productive citizens. I believe we also need to be sure that they can get a job and make a home here in Carroll County. We need to cut costs, manage residential growth, and build our economic base.
